Make sure you have the latest def.xml.
Using FE, in game.bin, scroll down to the SPECIAL_ABILITIES_ENFLAME_DEF entries and open SPECIAL_ABILITIES_ENFLAME_DEF_INSTANCE.
In the entry, scroll down to RadiusOfEffect and edit the calues in the RadiusPerLevel array. The array is straightforward, first one is for first level, second one second level and so on.
A value of 1 = about 1 shoulder-to-shoulder length of the Hero, so if you change it to 10, enemies about 10 "heroes" away get hurt.
Damage is determined in the same SPECIAL_ABILITIES_ENFLAME_DEF_INSTANCE entry. I'm sure you'll find it.

teleport effects are controlled through one of the GLOBAL files in FE, can't remember exactly

scroll down to SPECIAL_ABILITIES and find the ghost sword one, I think you can take it from there
