I am new to modding. I was wondering how and where I add the .fmp files to Fable TLC. Any help would be greatly appreciated. P.S. I do have Fable Explorer which I have used to change the appearance. Thanks again.

use chocolate box its much more feature rich (you can find it in the tools section) then just go to File --> Load Fable Mod Package

I'd recommend doing that with FE, unless the "WIP" status of CBox's FMP loader has changed.

I tried using Chocolate Box to load the mods but, I kept getting an error code which I have attached to this post.
The program will load after I close the error code box but, will crash as soon as I try to load the mods.
So, I used FE to load the mods. When I get into Fable TLC(PC) The mods are not there. I am at a loss as to why they won't work. Any help would be greatly appreciated again. Thanks!

You can get everything from Microsoft.
.NET 2.0; SP1
MSVC++ 2005; SP1
DirectX 9.0c

You say you used FE, so you should already have .NET 2.0 or higher and DirectX 9.0c (which you should already have anyway if you have Fable installed). Get the MSVC++ and it's service pack, see if that works.

Also, in FE, what mods did you use? Did you use Actions|Save Mods and Run Fable? If not, of course the mods didn't take place, and if so, mods that add content rather than just edit it, such as new weapons or clothing, require that you spawn the items to get them (or use the shop trainer to get them).

Things you should check out:
Easy adding weapons guide;
Easy adding clothing and hair guide;
Chest spawning with AE;
Chest spawning with notepad;
Shop Trainer;
and most importantly
Required reading material.

I uploaded an fmp file into FE and now Fable crashes to my desktop. I tried adding the augmentation.fmp to Weapon 2. I applied the changes and then clicked on load mods and start Fable. It let me get all the way to the point where I clicked on the save I wanted to load and then I was seeing my desktop again. I am assuming that I am going to have to reinstall Fable but, wanted to ask you first. Thanks!
