Shot Damage. [message #47120]

I' trying to make it so that when I shoot a head out of my bow it does damage.
But what I'm getting is when I click and hold fire, a head pops below me, then when I release left click, a head is shot, but does no damage and just bounces off npcs.

I changed how much damage the head does.

What am I doing wrong?
