when I run FE there was a message that can't open FE. could you tell me how to install it?. and what's the requirements of that program. 'CAUSE I'M NEW GUY

Now, on to your question.
Give us the error message. Tell us your OS. Tell us if you have Fable installed, where you have it installed, if you've ever used the tools before, a list of tools you have used, whether or not the tools worked before, whether or not you've uninstalled and then reinstalled for the lulz, and the current stage of the lunar cycle in your area.
One of those questions was unnecessary, but rather than guessing which, you should just answer them all.
