EDIT: Oh you mean by modding, lol. It would be nearly impossible due to the physics I think, but don't hold me to that, it's modding I've never actually done. If you were to do them, they would just stick in one place and look stupid.

No one can just take an answer and leave it at that. It's too bad really, because I would much rather be using this post to say "no".

While you can model a new hairstyle or rip one off of an NPC, you'd be better off editing the Hero's. Higher quality, less work. Here's the thing, in-game, the tips of the Hero's hair are dynamic. This is to say that if the Hero had a head-banging expression, his hair would look appropriate for the head-banging.
When you export/import meshes, they end up static. It's easy to weight, sure, but it looks stupid. I actually did this once to show people... don't have those pics laying around anymore. But yea, the problem is that no one wants to design static hair, it just looks silly.
