OBJECT_(name of bow) -> CWeaponDef.
Set Draw/Reload Speed values to be something like 10.0. Both values.
Set Enable Auto-Reload to 1.
Set NeedsLoading to 0.
Play with any other values if you want, shouldn't matter.
Apply Changes.
Actions|Save Mods and Run Fable.

That bow should now shoot two arrows on the first shot, and if you wait before firing again as you would with a default bow, it should shoot another two arrows, or you can rapid fire the bow and you'll shoot out a bunch of useless arrows that bounce off enemies.

Note that I've only ever done this with pump action crossbows, it might act differently with standard longbows. Try it, see what happens.
