This is a modding project and the discussion will reflect that.
Alright, this has been a failed project for me twice now. Third time's supposed to be a charm so I've started re-working the entries, meshes, that kind of crap. Right now I want to share my ideas on how I've done things so far and how I plan on revising/implementing other things, as well as get some ideas from the community on what I might be missing in this edit.
What I've done so far, and what I intend to do:

CREATURE_HERO
Changed gender to female.
Changed mesh to a modified copy of the female villager.
Changed eye mesh to a modified copy of... one of the standard eyes. Forget which one.
CAppearanceDef
I haven't done anything to this yet but what I intend to do is fairly straightforward. Just swap out the Hero's animations with some that are compatible with the female villager mesh. What I've done is take a manifest of all the animations compatible with the Hero and all the animations compatible with the standard female mesh, then compare each one and... well that's as far as I've gotten but what I will be doing is making a very in-depth animation set edit.
Something else I might do is use the staff animations mod and then edit that CAppearanceDef, so the player will also be able to use staffs. I might also edit that a bit since as it is, something about it is just unattractive.
CCreatureDef
I've changed the starting clothing inventory to include one of the new female haircuts and one set of the new female clothes.
I've added female villager phenomes and swapped out the facial idle animations with idle animations that would be used in a female villager.
I intend to add on to this by moving around the scars and bruises to create a set that can be used with the female villager.
CEntitySoundDef
Changed SI_HERO to SI_HUMAN_FEMALE. This will allow for female sounds once the female animations are put in.
CHeroMorphDef
I've swapped out the Hero bone morphs with the ones used for bs_female. I intend to assign texture morphs for the skin, but the only thing that will have morphing would be the eyes... There are many texture morphs that won't have textures for a female creature. Muscles, body hair (I think I'll just leave that one out), will, aging, alignment. So, either I will have to take on a creative partner who can produce these or I'll just go without. Effects will remain unchanged.
Mesh
Just a copy of the female villager, but with some minor edits. I renamed the weapon focus helpers so that the game won't get confused and try to use those instead of the Hero dummy helpers. I also gave the hair a transparent texture... The standard Hero mesh is bald so the woman is going to be bald too. And I gave it a different face texture since the default one has hair. You can't be bald and have hair, doesn't work like that.
Other edits
Added new clothing and hair entries. The clothes use the standard female clothing meshes, but I'm using duplicates of the torso meshes that are edited like the female villager mesh, just renaming helpers. The hair uses the standard head meshes but have the faces and mouths assigned with a transparent texture so that you can't see them. The clothing entries have been made into their own suits, and I've changed the suits array in the INVENTORY_TYPE_CLOTHING to not have any of the Hero suits but instead have the female suits.
Edited the horns with my mesh swap fix. This provides all the needed helpers and bones to make sheathing, effects and other stuff to work right with mesh swaps.
Other intended edits thus far
Expressions. This is fairly easy to do. After swapping out the anims, it's only a matter of changing out what text.big entry to use. Obviously I'll have to use one of the female entries, but the matter is finding one that matches the expression. Example: the follow expression. The Hero says "follow". I can either just have the female hero gesture, or I can throw on Briar Rose's "follow me". It might be weird, still considering my options.
Spells. Like expressions, this one will already be half-done once I finish swapping out animations. But each spell has some unique stuff, I intend to go through them and make sure I get everything right. Might also feminize some stuff too, like make the physical shield pink or purple or something.
Shops, chests, barrels, anything else that makes items available to the Hero. This is a script edit, I just need to clear out old Hero clothes and hair style cards, replacing them with new ones.
Which reminds me, I need to make new hair style cards. Which also reminds me that I'll either need to remove all the tattooists or come up with new tattoos and tattoo style cards and get rid of all the old tattoo style cards. But creating new tattoos... that's not my thing. Maybe if I can get a creative partner to do the morph textures, I can convince him to do (or trick him into doing) some tattoos as well.
If anyone else has any ideas, suggestions or feedback that they'd like to contribute, go for it. Or if you have questions, fire away, I'll happily answer any questions.

Alright, feedback time. Would you guys be interested in a female's apprentice outfit that had the hood down? I've put together a very rough render of how this would look. The hood up is very easy, the hood down requires a few extra steps.

The hood being down would definately be better for those who would rather see the face of thier heroine, but having the hood up is pretty cool. If you can only have one or the other then the hood being down would be much more appreciated.

Wow, three years since the last post. I stumbled across this as I just got the game for the pc. (I've owned it for the xbox, and hate how it lags on the three sixty.) So, I decided to start modding it, and I've found a lot that I like, and this would def. be one that I would love to add. You posted a link, but it only takes me to the only other modding for F:tLC website. It doesn't take me straight to where you discussed it last. (Which is what links are for to begin with. Not being smart. just sayin.) Anyways, if we could get a direct link it would be awesome, and on the off chance that you aren't working on it anymore just pm me, and I'll see what I can do with the mod, and hopefully get it finished. I love this game more than the other two so I'll always love playing it.

Hey, i understand you aren't working on this anymore, what a shame, fable 1 really is the best of the three released thus far, would you be willing to release your work (not to me) publicly so others may continue it? I think that this and a hi-res gfx upgrade are all this game needs to breathe life back into it...

| Nope, because right now all the work exists only in my head. I didn't keep any of the files. Again, I may come back to it, people just shouldn't count on it. If I do come back to it, I probably won't announce it as it will fall into development hell and get delayed a million times and people will keep PMing me asking when it will be finished and all that. Hmm, just noticed I didn't post an updated link of the screenshots. Gallery.
