This would be Steam.
EDIT: lol, I tried to register my copy of TLC on Steam(so I could investigate this problem myself, and possibly help make a solution), and it claimed my product key was invalid.
I divided by zero and survived.

I don't think it's supposed to work with such old CD-keys. I believe they use new ones all the time, many games which support Steam don't have compatible CD-keys. Probably some producer-Steam related argument.
