Makes a lot of sense.
Another thing would be to tweak the creature generators in those areas to not spawn both.
Keep monsters in darkwood and witchwood. Bandits everywhere else.
Apathy Cannot Inspire.
Ambivalence cannot lead.
Loved me. Feared me.
Changed me. Killed me.
Anything would be something.
But nothing is worst of all.
