You can find out when it's open by going to the Lookout Point statue. It points to different places during the day and the message it gives will tell you where.
At some point in the night it will say that it's pointing to Bowerstone. This is your cue to go to the cellar.
I wouldn't get too excited though, there's nothing special in there.
There is nothing in the Void.
There is no point to it's being.
I wish there was a reason.
