I won't make them, but I can tell you what's possible and not.
'Candy'
Effect: Boosts speed of attack
Possible, CBonusItemDef.
Piece of Metal
Possible, but would be as useful as the piece of litter. Nothing special to go with this?
Moro Bar
Effect: Heals both health and mana, same amount as potions.
Possible, CBonusItemDef.
Fireworks
Effect: Makes lights go everywhere.
More impossible than possible. You can make a duplicate of the hand lamp and associated entries, then change the CLightDef, manipulate the color, inner/outer radii, the flicker, there may be an intensity variable as well, but it's a limited selection of what's available to play with, and the most creative thing I can come up with given those options is a strobe light.
Cocane
Effect: Same as being drunk.
Note: Also if possible, make this shareable like beer, and also is possible, make it so you can give it to kids.
Copy the beer object. Done.
Potion of Insanity
Effect: Makes you run around all over the place.
Not possible.
