It couldn't be a single item. It would need to be the entire outfit. Then, in the CAppearanceModifierDef, there should be a rating for stealth to a 0. This will make you seemingly invisible in that no one will see you.

I've done this once, I found it irritating trying to get the attention of those I needed to talk to, since aside from killing them there's no way to get them to notice you.
