If we had complete knowledge of the STB, we'd be ethereal, you know, like incorporeal metaminds. We'd lose our physical form as our bodies are not capable of holding that knowledge. But let's pretend that this was not the case.
We could copy/paste WAD LEVs, corresponding STB LEVs, change the landscape world coordinates (STB LEV), then change the landscape however we desire. This includes trees, rivers, stuff of that sort. The terrain and the terrain effects that are called can be edited. And we already know enough about the heightmaps in the WAD LEVs that we can change the heightmap to accommodate altitude changes in the landscape. Then we could throw in an entry in the STATIC_MAP_COMMON_HEADER for our new map. The last step is one that we can do: Add the map to the game via the WLD.
We'd still have to completely figure out the navdata in the WAD LEVs, and then we'd be able to create completely new worlds. It's one of the holy grails in Fable modding.
