I have not tested this, but you can if you like.
Using FE go to the CREATURE_GUARD(and all other types of guard),
then open the cdefs and scroll all the way down to,
CCreatureDef,
The scroll down to,
Respawn Time,
change that to 10,000.
Do it for Respawn Time2 as well.

Theoretically you can do it to the first type of guard only, because once you kill the few blue guards in a town, no more should spawn, thereby making it impossible to kill enough to make the next stronger type spawn.
I guess you need to do them all since some of the later cities have a different color guard from the start, but test Bowerstone with just the basic guard.
