I'll answer the 2nd question first. I don't think you go over 100%. I modded all the hairstyles to be 200% attractive+scary and npcs act the same as before.

Now the first question. If you kill a few people then change regions you should start to see more changes from the evil alignment. That's how it worked for me in the past when I used a trainer to make me full evil.
