What about this editor. I hear it works with textures and that's all. Is it even worth it?

Maybe? I'm not sure how the mod upload stuff is setup.
Technically the unreal editor allows you to edit textures, models, and animation. I'm not sure how the game will react to heavy editing though. The unreal backend us a pretty nasty looking wrapper for the on the fable graphics engine. There's still a good chunk of data that's stored AND used in the .big files.
