I prefer Maya, but I have to use Max for the export.

max is a one of the more harder ones to use i prefer maya and blender but if you can get used to modeling in max you can make some quality models

You can make Fable-quality models in any of the programs previously mentioned.

From my little experience with 3DS, it's not 'hard', just extensive, it can be called powerful even.
It is because it is so extensive that it can be difficult to work with, but these things pass after you get accustomed to the interface and such.
If you set that aside, it's only a matter of getting used to using it, just like if a veteran 3DS user were to switch to Blender he or she may be a tad upset with how Blender handles certain things, navigating around the model for example.

If you're only talking about models for Fable, any of these programs will work fine, and I would recommend to anyone interested in modeling for Fable to use all of them and seeing which he or she likes best, because it really all boils down to personal preference.

If you don't like the program you're using, you probably won't come up with anything you find decent, while if you like what you got, it's more likely you'll come up with something really good.

That's just my opinion though, you can disagree if you'd like (but I'll call you a douche if you do).

Well it is the industry application so it won't be as "friendly" as the others.

There is nothing in the Void.
There is no point to it's being.
I wish there was a reason.
There is nothing in the Void,
But what we put there.
