I have already searched of a way to remove the glowing hands but every method I've found also removes the will tattoos as well. Is there any way to remove the hand glow but keep the will tattoos?

To remove the hand effect, it does involve going to the CHeroMorphDef. The CHeroMorphDef has four sections, the first is texture morphs and the second is bone morphs, you'll want to leave these alone. The third and fourth have the effect morphs, I forget which one has the hand effects but it's easy to check them both and delete anything that says something like "will hands min" and "will hands max".
