does anyone know what the best program is and how much it costs? i heard 3ds max costs ALOT, but i am not sure, so which program is the best? Confused

If you want to make clothing for Fable I suggest you learn python and write better exporter for Blender.

Yes, but it's irrelevant. Exporters are plugins, which can be written in python and added. It's more of a closed-open source anyway.
