For whatever reason CBox does not save edits to navdata. And it is not able to change terrain.

Visual terrain edits require STB edits. Don't ask about the STB, because you won't be able to do it.

But map elevation can be done with LEV edits. This is not visual, the terrain will still be where it was before, there will be an invisible ground that the Hero walks on either above or below the visual terrain. As I said before, ChocolateBox can't do this, you have to do it manually with a hex editor. Once more, don't ask about it, you won't be able to do it.

Navdata tells NPCs where they can walk. It works with AI, so the Hero isn't bound to it.

Walk areas can be edited fine, true, but there's almost no reason to without being able to edit navdata, not to mention that FreeRoam patches the levs wholesale.

Twinblade is a very special NPC, unfortunately taking those special components and adding them to any other NPC makes them act just like Twinblade - seek'n'destroy, nothing else. The dragon is also special, but different. That's a heavily scripted battle, and that script aspect makes it useless for any other NPC.
