From what I can tell, you want one of two things. You either want to create new quests, which we sadly can't do, or you want to repeat quests, which can be done. The problem is, the only relevant information as to how to repeat quests can be found here and it's not exactly detailed. Still, feel free to break out a hex editor and give it a shot.
