I am complealy new at this so i don't know where to start when it comes to creating weapons but i'm willing to learn how too. Is there a turual on how to make or even edit a weapon?

Do you mean changing the texture? Editing the model? Changing damage or augments? Be Specific.

First off you need a 3d rendering program capable of importing and exporting .x

It may sound simple, but it isn't. All modelling apps are quite difficult to learn how to use.
I'd start with retexturing an existing weapon first. It's much easier and you get an idea about Fable Exlporer and how it works.

well i figured that much, i ment finding the program might be the easy part. maybe i'll just mess about with the stick and make it into a real weapon
