The formats are not as easy to mess about with as with other games.

For a start there are no developer-suplied tools like you get with other games and the file formats are not publically documented. The only information we have is what we have found for ourselves.

The simple asnswer to a mods shortage is of course to learn the skills and make a few yourself.
