Fable's Native Format for Textures is Direct Draw Surface(DDS).

nvidia supplies tools for Photoshop:

And gimp I beleive also has tools for it.


Fable Explorer exports models to directX .x files. Because those support most of the features that fable needs.

I beleive Blender also has .x plugins available.
