I am going to attempt to make a cape for the archon armor. Even though i have no experience with modding. I don't care if everyone says its not possible. Im VERY VERY persistant. But could someone give me a list of tools i would need and where i could find them

Fable Explorer

3ds Max (very $$$$$) or something similar like Blender.

And BlueTooth, but you can find him, he finds you if he feels like it...

1)It won't look good. You'd have to weight it to the player's skeleton. So it'd move with the player and not in any dynamic way.

2)Even if you WERE able to hex edit together a dynamic mesh there's some issues.

a)you can see the shadow of the static version of dynamic meshes.
b)dynamic meshes have no clipping. So it would just go right through the player.

I'd recommend against it myself.
