The game usually picks a half decent setup based on your graphics hardware.

Try turning up effects detail a couple of notches. Be aware that every increase you make on any of those sliders will make your machine work harder and you may experience slowdown as a result.

Sounds like your using hardware that isn't really up to the job or you're running in safe mode.

It could be telling you that for a couple of reasons:

1 - Your hardware isn't supported (i.e. isn't up to scratch) and it's offering you safe mode as a way to allow you to play albeit it with shockingly bad visuals.

2 - The game experienced an error at some point. This is the standard recovery option and will keep triggering until you tell it to continue in regular mode.

If the game does run in regular mode on an unsupported you may get better visuals but will most likely get reduced frame rate as a trade-off. You can help this out though by reducing your screen resolution or by running in a window.
