I been thinking if there is a Shop Trainer and the +24 Trainer why not make one for appearances only? I mean like haircuts, tats, and age.

Because there's no point. The shop trainer and the +24 trainer are there to test age and item effects. If you want a haircut, go to a barber...

If you want free haircuts and tattoos then edit the existing ones to not cost anything. If you want to play with the hero's age either use the existing trainers or visit the temple.
