then it's because you haven't .net framework 2.0 i think.
you'd need .net 2.0 or higher to run FE.

then you have to install fableTLC again i think.
and try to run the 'express install'.

1.Re-Install Fable: TLC to make sure you have no "other" problems

2.Download the Fable.zip

3.Also download the def. provided in that post

If you got both, and you have any other problems, too bad. You're
going to have to find another hobby.

without the def.xml file you cannot do anything with FE.
