See the end of this message for details on invoking
just-in-time (JIT) debugging instead of this dialog box.

************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
<system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

Welcome newcomer. We don't like to answer the same question hundreds and hundreds of times, so we implemented a search function to help people with problems like this. But as you've already made the post, I'll repeat my answer:

Error: "The output char buffer is too small to contain the decoded characters, encoding 'Unicode (UTF-8)' fallback 'System.Text.DecoderReplacementFallback'. Parameter name: chars."
Cause: Trying to dump from an FE-compiled .WAD.
Solution: Get a clean .WAD file off of your retail disc #2.

This is from having a .WAD file that was used with a mod.
FE-compiled .WAD files are "broken" in such a way that FreeRoam cannot dump it.

That's not a Vista issue, but there can be a problem with that.
You can try running FreeRoam on an administrative account, right-clicking it and running it as an administrator, setting folder permissions to allow changes, changing your account status to administrative, or installing the game outside of program files.
There's also a tool found here that can make it easy to get ownership of your files.

More information on that found here.

Do you have the right .NET Framework?
