Re-edit: In unmodded gameplay Mana does not regenerate after you turn on Phy Sld, only after you turn it off, so fmp is good.
WARNING: This fmp stops Mana regeneration. I just figured this out as I reinstalled and played using the fmp. Before I had all weapons set with augs so I did not know. I will work on redoing the fmp and post a replacement when I get it done. In the mean time, if you use the fmp, use mana augs.

Open FE,
Scroll down to SPECIAL_ABILITIES_PHYSICA L_SHIELD_DEF,
Double click or click plus sign,
Double click SPECIAL_ABILITIES_PHYSICA L_SHIELD_DEF_INSTANCE,
Single click SPECIAL_ABILITIES_PHYSICA L_SHIELD_DEF in the new window,
Scroll down to B743F844, D12F1DD, 9B22F6AA, 38B79234,
Make all the entries in these 4 arrays zero,
Apply Changes, Save Mods and Run Fable.

With this fmp you will still get the flashes when the shield is turned on and off, but no glow while it is on.

This second fmp has no glow or flashes when the shield is turned off and on.

Added screenshot and fmp. I tried the fmp on a new game.bin and it worked. I have never trusted my fmp making, so hopefully someone will try it out and prove that it works.

Checked out the FMP in FE, not in-game, but I trust your results and it all looks good from my end. I'll be moving it back to Finished Mods shortly.
Looking at those fields, it looks like maybe only one or two of them need to be edited, but it also looks like the majority of the rest of those fields could be edited in the same way to turn of the on/off flashes. Again, not too sure on this, so...

In any case, good work. Smile

In my game I have all the flashes turned off, no effects at all for Physical Shield. I left them for the fmp in case people prefer to see when they are turning it off and on.
