To answer your fist question, I'll say it's in the tools section and give you a link:

For your second question, no you don't have to put those files with FE's files for it to take effect, although you'll need the fmps in a different way.(I would explain more, but I can't remember right now, sorry.)

And for your third question, No, you don't need technical experience to use Fable Explorer, I don't have any and I can use it fine.

The best thing for you to do as a new modder is to read this thread:

It has links to everything you need and alot more useful information.
Once you have Fable Explorer, you will need to download the fmp you want and save it somewhere that you know you can find it again. The with FE click File, then Load Fable Mod Package.
