The preferred way to distribute retextures is with mergeable BIGs. We do it this way because it's easier, faster, has much smaller chance of texture corruption, and is all-round better.

To use a mergeable BIG:
Open FE.
Right-click textures.big and select Merge BIG.
Navigate to and select the mergeable BIG file.
Repeat this process for any other retexture packages you want to use.
When finished, click Actions|Save Mods and Run Fable to save the changes and play the game.

To create a mergeable BIG:
Open FE.
Change the textures that you want to include in your retexture package.
Click Apply Changes for each edited texture.
Right-click textures.big and select Save Changes As BIG.
Give your file a name and post it on the forums!

.:: It's important to note that even if you don't change a texture, when you click Apply Changes, it will be flagged as edited and will be included in the changed entries that go into the BIG. This is useful if you've already loaded new textures, all you have to do is click the Apply Changes button for each entry you want in the BIG.

.:: If you need help or experience problems with these directions, you can try the directions in the Wiki. And here's an in-depth guide with pictures.
