When i try to open cbox it says the modding envirment isnt setup properly and then i say fix it and it says it wont x off when it says it can not make file that already exsists and it says that

Tell you what. You've got two FinalAlbion.wad files. Delete the one that is named different, then delete the FinalAlbion folder, then delete the creature_hub lev and tng.

Then use the Freeroam app to dump the FinalAlbion.wad, then rename it. Open the userst.ini, find UseLevelWad and change it to FALSE. Save and close.

Run ChocolateBox. Done.

It was you reinstalling Fable in the first place that caused the problem. The renamed WAD is left behind when you uninstall, so when CBox goes to rename it, it has a brainfart because you cannot give a file the same name as another file in the same directory. So it crashes. But, it thinks that the modding environment isn't set up right because there is a FinalAlbion.wad that was put there when you reinstalled, not renamed.

I don't know why people think reinstalling is the solution for everything.
