i have seen quests in fable explorer that i never see in the game, is there a way to activate them?

No there isn't, those are examples to see the sorts of things you can do later on, and to create them in full and make them usable would require more knowledge on the exe than is currently available. And they are seen in game. Specifically, on the map table when you pick out your first quest. You are told that you need more renown for them.

Read the site rules, as well as individual thread rules, stickies and announcements, and use search, or you will have smartassy or exasperated ownage rained down upon you by the site's crack team of mods and admins. Also, you can find all you need to get started on modding here.

You must mean the Mad Bomber and Pickup Litter quests, there may be others. I have never seen anyone say they have activated those quests. If it is possible, it must not be easy to do, or it would have been done.

more like Bandit Camp Path Journey, where u activate the cullis gate in the bandit camp

Look in the FinalAlbion.qst file under inside the Levels folder, there you can force some quests on but if it's not listed then most likely you can't do anything to activate it, and even if you do activate it don't expect much as most likely the references of the quests are remnants and there is little to no code left for the quest itself. Anything else would require EXE editing perhaps, so very advanced stuff.
