I tried searching for it, but didn't find anything (maybe I'm not using the right search keywords), but I think I found out which values to edit the cooldown for assassin's rush and battle charge.

Assassin's Rush
7E94A34

Battle Charge
608CA68B

set to 0.1 for instant re-use. Default for both is 0.75.
