No, and yes.

1.Yes, you can change the opening cutscene when you start a new game.

2.No, you cannot choose races. This has been asked before and was answered by
"yes". Thge thing is, you'd have to change the game itself and call it your own,
disobeying laws. Also, this is a long path to choose for an insufficient mod.
