You can manually spawn a shopkeeper with no village.

1)Building has to be a shop.
2)Set the HomeBuildingUID & WorkBuildingUID of the Creature you want to run the shop.

The reason you'd tie a village to a shop is for the purpose of having the village spawn the actual shopkeeper. The keeper used is stored in the CVillagePeopleDef of the VILLAGE.

But the building itself NEEDS the CShopDef otherwise it won't have an inventory.

Unless you figure out how to use the CTCShop in the TNG.
