well i don't know if i understoof it correctly but i'll try to explain:
freeroam is an application to get rid of...well..um...there are those invisible walls so you can't go along the entire map...you know? with freeroam you get rid of those "invisible walls". further you need it to spawn chests. i don't really know about all this stuff because i'm new to the modding scene. sorry i can't tell you the details...maybe this wil help you:

It lets you walk on the entire area, instead of the predefined paths. Some object will still be in your way, like rocks and fences. But you can walk around them, and by default that's not possible.

at least i know that you need it to spwn chests
