No. We can't do any of that.
Minigames depend on their own definitions and we can't create new custom definitions for new custom minigames.
The only "date" system used is that for the ships. CShipDef determines when ships appear on the docks, other than that there is no way to make anything happen for a specific day.
The race is tied in with the prison quest, it relies on core quest scripts which we cannot access.
