IT could be modded like this. It's just the game wasn't anywhere good enough for people to waste their time on a mediocre game.

True and false. Fable 3's archive system, if you can call it that, made it nearly prohibitively difficult to work with, but in another sense I suppose it was a bit easier. It was the consensus that the effort was not worth the reward in Fable 3 modding. Which is truly a shame; if any game needed to be improved via good old fashioned community hacks, it was Fable 3.
